Great Portland Estates (GPE) is bringing forward proposals to revitalise One Chapel Place, a prominent Westminster building, with a high-quality refurbishment and extension that delivers modern, affordable workspace and an improved public realm.

These improvements will support greater safety and accessibility while enhancing the setting of the neighbouring Grade I listed St Peter’s Church.

The existing building no longer meets the expectations of modern office occupiers.

It provides poor-quality workspace, with substandard floor-to-floor heights, limited natural light, and inadequate amenity and end-of-journey facilities.

The surrounding public realm is dominated by bin storage and TfL cycle hire stations, offering little in the way of greenery, comfort, or spaces that celebrate the neighbouring Grade I listed St Peter’s Church. Its tired condition and lack of activation have contributed to anti-social behaviour, creating an environment that feels neglected and unwelcoming.
Following earlier proposals for the site, the new ownership team has worked closely with a specialist design team and Westminster City Council officers to bring forward a revised approach. This focuses on the sensitive refurbishment of the existing building, with a design that is more in keeping with the character of the conservation area.

St Peter's Church

St Peter’s Church is a Grade I listed landmark, yet its current setting is compromised by the surrounding environment and the existing building. The proposals seek to enhance its setting by creating a more coherent and respectful backdrop, improving views and strengthening its presence within the townscape.
Public realm improvements and careful massing will help frame the church more effectively, allowing it to be better appreciated as a key heritage asset. Alongside this, the project team is actively engaging with St Peter’s Church and its stakeholders to ensure the proposals respond to their priorities and reflect the church’s important role within the local community.
This collaborative approach ensures the development not only enhances the physical setting of the church, but also supports its ongoing use and significance within the conservation area.

Public Realm Activation & Greening

By improving the public realm around the site and St Peter’s Church it will give new life to a neglected corner of the Harley Street Conservation Area.

Any public realm proposal will seek to fit into the wider aspirations for Oxford Street and we aim to deliver alongside the Mayoral Development Corporation’s (MDC) vision for the area.
